Borislav Gutsanov Gutsanov is a graduate of the Naval Academy "N. Y. Vaptsarov" in Varna and the Military Academy "G. S. Rakovski” in Sofia. In 2021, he  was awarded a PhD in military-political security issues by the Military Academy "G.S. Rakovski”.
Mr. Gutsanov is a former Chair of the Municipal Council of the city of Varna. He has served as Chair of the Management Board of the National Association of Municipal Council Chairpersons in Bulgaria.
Mr. Gutsanov is a Member of National Parliament of the Republic of Buglaria from the Bulgairan Socialist Party  (for the period 2013-2014 and since 2021). In the 42nd National Assembly, he chaired the Regional Development and Public Works Committee.  In the 47th National Assembly he led the Transport Committee.  In the 50th National Assembly, he was elected as a Chair of the Parliamentary Group of the Bulairan Socialist Party. 
Mr. Gutsanov is the co-chairperson of the Parliamentary Group “Bulgairan Socialist Party - United Left” in the current 51st National Assembly.
